Increases the annual state motor vehicle registration fee to fund the statewide parking program for persons with disabilities administered by the disability and communication access board.

Modifies Section 249-31, Hawaii Revised Statutes, to allocate a portion of registration fee revenue to the Disability and Communication Access Board Special Fund in addition to existing allocations to the state highway fund and emergency medical services special fund.

Establishes funding for the parking program authorized under Part III of Chapter 291, Hawaii Revised Statutes, which implements the federal Uniform System for Handicapped Parking Act.

Takes effect on January 1, 2016.
