Expands the definition of "renewable energy producer" to include "developer" and explicitly includes geothermal resources as an eligible renewable energy source.

Removes the 150-degree Fahrenheit temperature threshold from the definition of geothermal resources, broadening the scope of resources eligible for development.

Adds "Department" definition referring to the department of land and natural resources and updates geothermal resource exploration definition to include purposes beyond just extraction testing.

Allows mining lease applications to be granted through procedures in section 171-95.3, creating an alternative pathway to the standard public auction process for mining leases on state lands.

Clarifies and streamlines mineral and geothermal resource regulations by updating terminology, removing outdated language, and standardizing board authority references throughout chapters 171 and 182, effective July 1, 2016.
