Prohibits sale of e-liquid containers for electronic smoking devices unless they are child-resistant packaging designed to be difficult for children under five to open.

Requires e-liquid containers containing nicotine to display warning labels stating nicotine content in mg/mL, age restriction ("Over 21 only"), and instructions not to swallow or allow contact with skin or eyes, plus poison control number.

Classifies e-liquid as a hazardous substance under Hawaii's Poison Prevention Packaging Act and requires packaging compliance with new standards.

Establishes violations as a penalty offense with penalties to be determined by law.

Effective date: January 1, 2017.
