Clarifies that agricultural-based commercial operations in agricultural districts are expressly permitted without undue restrictions from the land use commission or county ordinances, rules, or regulations.

Defines agricultural-based commercial operations to include roadside stands, enclosed retail structures for agricultural products and value-added items, and retail food establishments operated by producers using Hawaii-grown products.

Requires owners of agricultural-based commercial operations to certify upon request that agricultural products meet specified requirements.

Modifies section 205-5 to permit uses compatible with agricultural activities "without undue limitations or restrictions" and allows counties to further define accessory agricultural uses through zoning ordinances.

Takes effect on July 1, 2015.
