State Auditor shall conduct an audit of all ongoing contracts between the Department of Human Services and managed care plans providing QUEST Expanded Access (QExA) coverage to aged, blind, or disabled individuals.

Audit shall specifically examine the occurrence and frequency of late payments from managed care plans to health care providers and whether such delays are justified.

Auditor must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2016 regular session convenes.

Act takes effect on July 1, 2015.
