Hawaiian Language College at the University of Hawaii at Hilo shall establish a four-year pilot Hawaiian language medium preschool program for school years 2016-2017 through 2019-2020 as part of its laboratory school program.

Funding for enrolled preschool students shall be no less than the per pupil basis provided for Department of Education kindergarten students, with minimum funding for at least twenty students if enrollment is below that threshold.

Funding sources include the Department of Education, University of Hawaii at Hilo, and the Hawaiian Language College, which may also accept funding from other sources.

Hawaiian Language College must report to the legislature no later than twenty days prior to regular sessions in 2017, 2018, 2019, and 2020 on implementation progress, including enrollment, facilities, costs, and funding recommendations.
