Permits cottage food operations in residential zones as a permitted residential use without requiring conditional use permits, variances, or special exceptions.

Establishes three classes of cottage food operations (A, B, C) with different permit requirements and sales restrictions: Class A for direct sales only; Class B for direct and indirect sales excluding acidified/fermented foods; Class C for all food types including acidified/fermented foods.

Requires Class A operations to register and submit self-certification checklists with no routine inspections; requires Class B and C operations to obtain permits and submit to no more than one inspection per year unless responding to complaints.

Defines approved cottage food products including baked goods, jams, dried goods, candy, mochi, fresh fruit juice, and acidified foods, with department authority to modify the list based on food safety science.

Mandates labeling requirements including "Made in a Home or Farm Kitchen that has not been inspected by the Hawaii Department of Health," ingredient lists, production dates, and allergen/nutrition information as required by federal law; takes effect January 1, 2016.
