Requires the Department of Human Services to pay health insurance costs for COFA residents and lawfully present legal permanent residents (admitted less than 5 years) who are ineligible for Medicaid due to citizenship status but otherwise qualify.

Covered costs include the individual's share of health insurance premiums not covered by federal subsidies and co-pays/deductibles up to the maximum out-of-pocket costs of silver II plans through the Hawaii Health Connector.

Mandates the Department of Human Services to conduct community outreach and provide enrollment assistance to help noncitizen residents transfer to health plans through the Hawaii Health Insurance Exchange.

Appropriates funds from general revenues and the hospital sustainability program special fund for fiscal years 2015-2016 and 2016-2017 to cover health insurance costs and community outreach efforts.

Effective date set for July 1, 2050.
