Repeals 13 dormant or unnecessary special and revolving funds administered by the Department of Business, Economic Development, and Tourism, including the housing finance revolving fund, brownfields cleanup revolving loan fund, and tourism emergency trust fund.

Transfers all unencumbered balances from the repealed funds into the high technology loan revolving fund by June 30, 2015.

Amends statutes to remove references to the repealed funds and consolidate fund management provisions for bond-financed projects and facilities.

Eliminates separate fund definitions and streamlines administrative provisions related to Hawaii community development, Kalaeloa community development, Heeia community development, and other specialized revolving funds.

Takes effect July 1, 2015.
