Changes family court authority from permissive ("may") to mandatory ("shall") termination of parental rights for natural parents convicted of rape or sexual assault when the child was conceived as a result of the crime.

Convicted parent remains obligated to pay child support despite loss of parental rights.

Does not apply if the convicted parent and custodial parent subsequently cohabitate and establish a mutual custodial environment for the child.

Custodial parent may petition the court to reinstate the convicted parent's parental rights at any time.

Applies only to convictions in courts of competent jurisdiction in any state and requires a verified petition filed on behalf of the child in family court.
