Amends Act 58, Session Laws of Hawaii 2004 to remove sunset provisions that would have repealed sections 3-7 of Part I on June 30, 2015, making exemptions for the Hawaii Tourism Authority (HTA) from Comptroller supervision requirements permanent.

Increases the allowance for HTA administrative expenses from 5 percent to 6.5 percent of the tourism special fund, while maintaining a $15,000 protocol fund at the discretion of the president and chief executive officer.

Maintains the requirement that at least $1,000,000 from the tourism special fund be dedicated to managing, improving, and protecting Hawaii's natural environment and visitor areas.

Takes effect July 1, 2020.
