Requires the Department of Land and Natural Resources, in consultation with the Department of Human Services, to establish mobile home parks throughout Hawaii for persons with family income no more than 250% of the federal poverty level.

Permits mobile home parks to be developed on private and public lands (excluding environmentally or culturally sensitive areas), urban core housing lands, agricultural lands, unused school properties, vacant public housing lands, and other lands deemed appropriate by zoning authorities.

Allows mobile homes and shipping containers as residences in the parks, with mobile homes defined as structures at least 8 feet wide and 32 feet long, built on a permanent chassis and designed for use as dwellings.

Authorizes the private sector to develop mobile home parks under the same general guidelines as the state-established parks, with counties responsible for adopting necessary rules and ordinances.

Appropriates unspecified funds from general revenues for fiscal years 2015-2016 and 2016-2017 for implementation and administration, with the Act taking effect on July 1, 2050.
