Creates a new chapter in Hawaii Revised Statutes establishing a homeless person's bill of rights to protect the rights, privacy, and property of homeless individuals.

Guarantees homeless persons eight specific rights including freedom of movement in public spaces without harassment, equal employment opportunities, access to emergency medical care, voting rights, personal information protection, privacy in personal property, equal treatment by state and county agencies, and the right to accept or deny shelter or services.

Allows each county to post notices in official locations containing the text of the homeless bill of rights.

Permits persons injured by violations of this bill of rights to bring civil actions seeking injunctive relief, declaratory relief, or damages, with successful plaintiffs entitled to recover actual damages and reasonable attorney's fees.

Takes effect upon approval.
