Requires the Department of Business, Economic Development, and Tourism to study and analyze the feasibility of establishing a motorsports industry and developing a motorsports center in Hawaii.

Study must evaluate location, land acquisition costs, construction and development costs, projected revenues, and financing options.

Department must report findings and recommendations to the legislature no later than twenty days before the 2016 regular session convenes.

Appropriates funds from general revenues for fiscal years 2015-2016 and 2016-2017 to conduct the feasibility study (specific dollar amount left blank in bill text).

Bill takes effect on July 1, 2050.
