Authorizes journalists and newscasters to cover mitigation of hazardous situations and access areas closed by the governor or mayor during emergencies, under supervision of emergency management agency personnel.

Defines "journalist" or "newscaster" as individuals who have regularly and materially participated in reporting or publishing news of substantial public interest for dissemination to the general public via tangible or electronic media.

Establishes that the State and counties are not liable for injury or damage to persons or property arising from journalists' coverage activities; chapter 137 applies to search and rescue costs if journalists require rescue.

Amends section 127A-18 to require the Hawaii Emergency Management Agency director to hire one coordinator and one contracting specialist to oversee the hazardous mitigation program.

Appropriates funds from general revenues for fiscal years 2015-2016 and 2016-2017 to establish the coordinator and contracting specialist positions in the Department of Defense.
