Establishes a positive youth development program within the office of youth services to be implemented starting July 1, 2016, in partnership with private organizations.

Program shall provide after-school and school break programs for middle and high school students focused on prevention and intervention, with all youth eligible for services.

Authorized programs include preventative services (mentoring, tutoring, family strengthening, vocational training, drop-in centers) and intervention services (outreach, case management, anger management, intensive mentoring).

Office of youth services shall establish funding criteria, monitor program sites, ensure contractual compliance, and partner with the department of education, police department, and other youth organizations to promote the programs.

Appropriates funds from general revenues for fiscal years 2015-2016 and 2016-2017 for the program's establishment and operation, with the specific amount left blank in the bill.
