Department of Human Services may contract with non-governmental victim service providers to operate sex trafficking special treatment facilities for minor victims, exempting the selection process from standard procurement laws.

Facilities must obtain a current and valid special treatment facility license from the Department of Health and provide housing, rehabilitation, education, vocational, medical, mental health, and substance abuse treatment services to eligible minors.

Victim service provider compensation for services to minor sex trafficking victims is exempt from state general excise tax under chapter 237.

County mayors may grant exemptions from real property taxes, water and sewer development fees, and other county taxes and fees to victim service providers operating qualifying facilities.

Appropriates an unspecified amount from general revenues for fiscal years 2015-2016 and 2016-2017 to the Department of Human Services to implement the Act.
