Authorizes the issuance of general obligation bonds and appropriates funds (amounts unspecified in bill text) for fiscal years 2015-2016 and 2016-2017 to improve and increase affordable and public housing stock across multiple state programs.

Appropriates funds to the Hawaii Housing Finance and Development Corporation for: rental housing trust fund deposits, dwelling unit revolving fund deposits for infrastructure development, micro apartment housing construction (220-320 square feet per unit for up to two occupants), and affordable housing projects for veterans.

Defines "micro apartment housing unit" as a dwelling unit with separate closet, kitchen sink, cooking appliance, refrigeration facilities, and bathroom, with floor area increasing 100 square feet for each occupant beyond two.

Appropriates funds to the Department of Hawaiian Home Lands to construct housing for Native Hawaiian beneficiaries on homestead land, addressing the disproportionate homelessness rate among Native Hawaiians at 28 percent.

Requires the Hawaii Housing Finance and Development Corporation and Department of Hawaiian Home Lands to submit reports to the legislature no later than 20 days before the 2016 and 2017 regular sessions regarding set-aside plans for maintenance of constructed housing facilities; appropriations do not lapse until June 30, 2018.
