Requires the Land Use Commission to conduct an additional review of permit plan applications for wind turbines generating more than 100 kilowatts of energy located within three-quarters of a mile of residential, school, hospital, or business property lines.

The Land Use Commission, in coordination with the energy resources coordinator, must consider potential community impacts and conformance with existing state and county land use policies during the special review.

Exempts wind turbine permit plan applications that were approved before July 1, 2015 from the additional review requirements.

Defines "wind turbine" according to section 201N-31 of Hawaii Revised Statutes.

Takes effect on July 1, 2030.
