HB 1385 Summary

• University of Hawaii sea grant college program shall develop a comprehensive beach management plan over two years for Oahu's north shore from Kawailoa to Waialeale ahupua'a, with substantial community input.

• Plan must address long- and short-term planning, climate change scenarios, erosion management, beach nourishment, public access management, coastal land use strategies, setbacks, easements, and adaptation to coastal hazards.

• Plan shall consider innovative approaches to private property erosion including setbacks for homes and vehicles from the beach, plus solutions for recreational access, vistas, and traffic issues related to coastline recession.

• Appropriates unspecified funds from general revenues for fiscal years 2015-2016 and 2016-2017 to the University of Hawaii sea grant college program for plan development and implementation.

• Act takes effect July 1, 2015.
