Establishes a farmers market matching incentive program for beneficiaries of the federal Supplemental Nutrition Assistance Program (SNAP/food stamps) to be developed and administered by the Department of Human Services in consultation with the Department of Agriculture.

Provides dollar-for-dollar matching funds up to $20 for SNAP beneficiaries who purchase produce at farmers markets, with matched funds limited to farmers market purchases only.

Creates a special account within the Department of Human Services to receive legislative appropriations and public or private grants for program administration and matching funds distribution.

Appropriates an unspecified amount from general revenues for fiscal years 2015-2016 and 2016-2017 to develop and administer the program.

Takes effect on July 1, 2015.
