Adds a new section to Chapter 354D, Hawaii Revised Statutes, prohibiting inmate services from directly or indirectly causing layoffs, job elimination, displacement, replacement, furloughs, or contracting out of exempt civil service positions or bargaining unit positions covered by Chapter 89.

Amends Section 76-16(b), Hawaii Revised Statutes, to add protective language to paragraph (13)(A) regarding positions filled by inmates, patients of state institutions, and persons with severe physical or mental disabilities, ensuring such positions do not result in layoffs, reduction in force, or failure to fund exempt positions.

Takes effect on June 30, 2015, with provisions that amendments to Section 76-16(b) shall not be repealed when that section is repealed and reenacted on July 1, 2015 under Act 159, Session Laws of Hawaii 2012.
