Increases the annual amount of interim revenue transferred to the Office of Hawaiian Affairs (OHA) from $15,100,000 to $18,000,000 beginning with fiscal year 2015-2016.

Increases the quarterly transfer amount from state departments and agencies to OHA from $3,775,000 to $4,500,000 for public land trust receipts, effective fiscal year 2015-2016.

Requires the Department of Land and Natural Resources to provide annual accounting reports (by January 1 each year) detailing all public land trust receipts, amounts transferred to OHA, amounts retained by the state, and affected parcels.

Authorizes the Governor to determine by executive order the specific amounts each state agency must transfer to OHA each quarter.

Repeals Act 178, Session Laws of Hawaii 2006, and codifies the OHA public land trust provisions into Hawaii Revised Statutes section 10-13.3; effective July 1, 2015.
