Amends Hawaii Revised Statutes Section 580-11 to require courts to issue temporary custody orders upon application by either party in divorce or separation cases that remain effective during the pendency of the action.

Establishes that temporary custody orders become final if no other custody proceeding is commenced during the divorce or separation action.

Requires equal sharing of custody and visitation between parties who live in the same county or school district, unless the court finds one party cannot provide for the children's best interests or evidence exists of spousal abuse or family violence.

Takes effect upon approval.
