Authorizes counties to amortize or phase out nonconforming single-family transient vacation rental units over a reasonable period of time in any zoning classification.

Clarifies that single-family transient vacation rentals are distinct from residential uses and may be treated similarly to resort uses for zoning purposes.

Allows counties to eliminate nonconforming vacation rental uses through amortization without restricting the ability to continue existing single-family residential or agricultural uses.

Strengthens county home-rule authority by permitting local ordinances to address vacation rental proliferation without imposing mandatory state-level amortization requirements.

Effective date: July 1, 2020.
