Amends Hawaii Revised Statutes Section 346-44 to clarify that recovery of public assistance overpayments shall be made to the maximum extent allowable by federal regulations.

Replaces outdated reference to "food stamp bonuses" with "supplemental nutrition assistance program assistance" to reflect current federal nutrition assistance programs.

Authorizes the Department of Human Services to adopt rules for maximum recovery of overpayments, including reduction of future grants, civil court proceedings, property liens, and estate claims.

Permits the Director of Human Services to establish procedures for waiving overpayment recovery in cases of bona fide hardship or when recovery costs would exceed the amount recovered.

Takes effect upon approval.
