Enables the Hawaii Health Connector to offer large group health insurance coverage to insurers beginning January 1, 2017, as permitted under the Affordable Care Act.

Ends transitional renewal policies (grandmothered health plans) in Hawaii effective January 1, 2016, requiring all new policies to comply fully with Affordable Care Act requirements.

Requires all health insurers to provide notice to group health plans offering continuation coverage (COBRA) about options to secure affordable coverage through the connector, including website information, phone numbers, and details about tax credits and cost-sharing reductions.

Amends the definition of "small employer" in Hawaii Revised Statutes section 431:2-201.5 to increase the employee threshold from 50 to 100 employees, aligning with federal Affordable Care Act definitions and expanding the potential market for small businesses in the connector's program.

Effective date: July 1, 2020.
