Establishes a "kiwila pono" (champion of democracy) designation program administered by the Hawaii Office of Elections to honor employers and employees who participate in election day service.

Non-public employers receive the kiwila pono designation upon approval by the Office of Elections after providing proof that at least one employee was allowed to be absent with pay to serve as an election day official.

Employees who serve as election day officials while receiving their usual pay from their employer also receive the kiwila pono designation.

Employers with the designation may display it on their premises, goods, and advertising materials.

Employees earning wages from election day work while receiving their usual employer pay must return those election day earnings to their employer.
