Prohibits transfer of Hawaii inmates to correctional facilities outside the State or operated by private entities, effective July 1, 2015; inmates may only be transferred to state-owned and state-operated facilities within Hawaii.

Removes mandatory minimum sentencing requirements for methamphetamine trafficking in the first and second degrees, though maximum sentences of 20 years and 10 years respectively remain in place.

Addresses findings from the Native Hawaiian Justice Task Force regarding disproportionate representation of Native Hawaiians in the criminal justice system, particularly in out-of-state private prisons.

Amends Hawaii Revised Statutes Chapter 353C and Sections 712-1240.7, 712-1240.8, and 353-16.2 to implement these restrictions and sentencing changes.
