Establishes a Public-Private Partnership (P3) Authority Act creating a uniform process for state projects under chapters 103, 103D, 107, 107D, 109, and 110 of Hawaii Revised Statutes.

Creates three new entities: a P3 Committee (with members from legislature, governor, state agencies, comptroller, and attorney general), a P3 Finance Director within the Department of Budget and Finance, and a P3 Procurement Coordinator within the State Procurement Office.

Requires P3 Committee to identify potential partnerships, evaluate qualifications, approve bidders and requests for proposals, and approve template contracts before projects proceed to bidders.

Mandates public-sector comparative studies analyzing project needs, costs, alternative methods, and cost-benefit analyses before determining if a partnership is appropriate.

Partnership contracts may run up to 75 years and grants tax exemptions for projects owned by the state and gross receipts of private entities providing public services through state-owned projects.
