Establishes a homeless care residence program allowing private households to provide temporary housing and care to homeless family or household members in exchange for state financial assistance.

Requires providers to register with the Department of Human Services and comply with minimum safety and health standards including fire safety, sanitation, abuse prevention, and capacity limits set by departmental rules to be adopted by January 1, 2016.

Limits individual homeless persons to a maximum of 12 months of participation in the program, whether consecutive or nonconsecutive and regardless of provider changes.

Caps program participation at 100 actively participating homeless care residences per month, determined on the first day of each month.

Exempts state payments to homeless care residence providers from gross income taxation and requires criminal history checks of providers similar to requirements for child care facilities and foster care providers.
