Requires all employers to maintain records of their physical addresses and North American Industry Classification System (NAICS) codes, regardless of whether they contract with professional employer organizations.

Mandates that client companies report their physical address and NAICS code to professional employer organizations and update this information quarterly.

Requires professional employer organizations to provide client company names, physical addresses, NAICS codes, and number of covered employees to the Department of Labor and Industrial Relations within 21 business days of agreement initiation or termination.

Amends Hawaii Revised Statutes Chapter 373L to establish information requirements for professional employer organization registration with the state.

Takes effect on January 7, 2059.
