Establishes a working group chaired by the head of the office of solid waste management of the department of health to study methods for reducing the use of all disposable bags, including single-use plastic and paper bags.

Working group membership includes representatives from all four Hawaii counties (appointed by their respective mayors), the department of business, economic development, and tourism, Chamber of Commerce Hawaii, and Hawaii Food Industry Association.

Study shall examine methods to increase reusable bag usage and assess potential fees on all disposable bags to help offset retailer costs.

Department of health shall prepare and submit a report with findings, recommendations, and any proposed legislation to the legislature by November 30, 2015.

Act takes effect July 1, 2112.
