Establishes an internet crimes against children fee of up to $100 assessed against every defendant convicted of any misdemeanor or felony, except when the court determines the defendant is unable to pay.

Creates the internet crimes against children special fund in the state treasury to receive collected fees, legislative appropriations, grants, and investment income.

Directs the Department of the Attorney General to expend fund moneys for law enforcement training and equipment, digital forensic capacity, investigation and prosecution of internet crimes against children, and support for organizations combating these crimes.

Repeals chapter 846F, Hawaii Revised Statutes (the previous Alicia's Law), and transfers any existing unencumbered moneys from the old fund to the new special fund by July 1, 2016.

Takes effect July 1, 2030.
