HB 1529 Summary

• Allows part-time and full-time graduate student assistants employed by the University of Hawaii to engage in collective bargaining for wages, hours, and other terms of employment

• Amends Section 89-6, Hawaii Revised Statutes to allow broader collective bargaining unit formation beyond the existing 14 specific categories by adding language that the list "is not exclusive"

• Removes graduate student assistants from the exclusions in subsection (f) that previously prohibited them from organizing, while maintaining the exclusion for other part-time and student employees

• Requires the University of Hawaii and exclusive representatives of existing UH bargaining units to meet and report findings and recommendations to the Legislature no later than 20 days before the 2017 regular session

• Specifies that the Act takes effect July 1, 2091, but any negotiated collective bargaining agreements shall take effect July 1, 2017
