Requires the State Ethics Commission to review official disclosures of University of Hawaii Board of Regents members to determine if any decisions or actions violated conflict-of-interest laws under section 84-14.

Mandates the Ethics Commission submit an annual report to the legislature no later than twenty days before each regular session detailing all inquiries, dispositions, and violations involving Board of Regents members, with member names protected from public disclosure unless otherwise authorized.

Removes University of Hawaii Board of Regents members from the list of public officials whose financial disclosure statements are public records, making their disclosures confidential rather than available for inspection and duplication.

Effective July 1, 2525.
