Amends Hawaii Revised Statutes section 421J-4 to modify proxy requirements for planned community associations, effective for meetings occurring on or after October 1, 2016.

Requires associations posting notice of intent to distribute proxies for director elections to provide twenty-one days' notice (reduced from thirty days) and allow owners to request nomination with supporting statements.

Permits owner statements to be limited to black text on white paper, with option for associations to allow one-hundred-word summaries on paper plus longer electronic statements (up to one hundred kilobytes) available online.

Prohibits managing agents, resident managers, and their employees from soliciting proxies from association members or casting proxy votes at meetings, except for establishing a quorum.

Requires standard proxy forms to include boxes allowing owners to designate proxies for quorum purposes only, to a named individual, to the board of directors based on majority preference, or to directors with equal vote sharing.
