Increases administrative fines for noncandidate committees making only independent expenditures from $1,000 to $5,000 per occurrence, or three times the amount of unlawful contributions or expenditures.

Authorizes the Campaign Spending Commission to recover costs of investigative services and bank fees for subpoenaed documents from violators of campaign spending laws.

Requires recovered costs to be deposited in the Hawaii Election Campaign Fund rather than the general fund.

Maintains existing fine structure for other persons at $1,000 per occurrence or three times the unlawful amount, whichever applies.

Applies retroactively to violations occurring before the Act's effective date unless the person has already paid or agreed to pay prescribed fines.
