Amends Hawaii Revised Statutes Section 11-363 to clarify when financing the dissemination, distribution, or republication of campaign materials is considered a contribution to a candidate.

Exempts from contribution rules when campaign material is prepared and used by candidates for governor or lieutenant governor supporting a co-candidate in the general election.

Exempts from contribution rules when the candidate or candidate committee that prepared the material disseminates, distributes, or republishes it themselves.

Exempts from contribution rules when campaign material is incorporated into an advertisement or electioneering communication advocating the candidate's defeat, or into news stories or editorials (unless the candidate owns or controls the media outlet).

Clarifies that "coordinated activity" includes payments for production and dissemination of campaign materials prepared by candidates, candidate committees, or noncandidate committees.
