Requires all candidates with active committee registrations to file supplemental reports on January 31 and July 31 in non-election years until committee registration is terminated.

Specifies that preliminary reports filed 30 days before elections must be current through June 30, while all other preliminary reports must be current through the fifth calendar day before filing deadline.

Clarifies reporting requirements for candidates unsuccessful in primary elections and those elected in primary or special elections, removing prior distinctions between types of special and nonpartisan elections.
