Authorizes the University of Hawaii to employ candidates for or persons elected to non-statewide or non-countywide public offices as casual (part-time, temporary, or seasonal) employees in non-executive or non-managerial positions.

Employment authorization applies only if the candidate's or elected official's work schedule and time demands do not unreasonably conflict with their university position duties.

Defines "candidate" as a person who has filed applicable nomination papers with the chief election officer or county clerk for an elective public office.

Employees of UH who become elected officials, or elected officials who become UH employees, shall not earn additional retirement benefits under Chapter 88 by reason of holding both positions simultaneously.

Takes effect July 1, 2091.
