Allows up to 5,000 individual firecrackers per permit for approved cultural events, with permits issued for a $25 fee.

Maintains existing prohibitions on dangerous practices such as throwing fireworks, setting off fireworks in vehicles, near hospitals, schools, public areas, and within 500 feet of hotels.
