Allows the purchase and use of consumer fireworks, aerial devices, display fireworks, and articles pyrotechnic in film and movie productions with a valid permit issued by a county fire department.

Permits the testing, disposal, or destruction of illegal or unwanted fireworks by persons authorized to do so.

Establishes a permit fee for fireworks used in film and movie productions (specific fee amount to be determined).

Clarifies that display firework labels must measure at least nine square inches, with numerals and letters no less than one-eighth inch high in contrasting colors.

Takes effect upon approval.
