Requires the Department of Health to implement a 5-year radiation monitoring pilot project from July 1, 2016 through June 30, 2021 to measure and monitor radiation levels in consumer seafood and seaweed products caught, harvested, or commercially offered in Hawaii.

Directs DOH to identify increased radiation levels resulting from the March 11, 2011 Fukushima nuclear disaster and post periodic reports of radiation levels and their significance on the department's website.

Requires DOH to submit findings, recommendations, and a determination on whether to continue, modify, or terminate the pilot project to the legislature no later than 20 days before the 2022 regular legislative session.

Appropriates funds from general revenues for fiscal year 2016-2017 to cover equipment acquisition, staff training, and website development for the pilot project.

Effective July 1, 2016.
