Appropriates general revenue funds as a grant to Empower O'ahu for fiscal year 2016-2017 under chapter 42F, Hawaii Revised Statutes, to maintain and expand the weed and seed strategy.

Weed and seed strategy is a U.S. Department of Justice initiative operating in over 300 sites across 226 cities, combining law enforcement, community policing, prevention/intervention/treatment programs, and neighborhood restoration.

Funds shall be expended by the Department of the Attorney General for the stated purposes.

Bill takes effect July 1, 2030.

Legislature finds the strategy has successfully reduced crime in Kalihi-Palama and Chinatown areas of Honolulu since inception and warrants expansion to other communities.
