Changes the Department of Human Services authority from "may" to "shall" to establish and administer the return-to-home pilot program, making it mandatory rather than optional.

Extends the program's expiration date from December 31, 2016 to December 31, 2019, providing three additional years of operation.

Establishes eligibility requirements: participation must be voluntary, individuals with legal holds must have court clearance, and participants must be indigent and unable to afford transportation to their home state.

Limits each individual to one-time participation in the program and requires signed agreements to this effect.

Appropriates an unspecified amount from general revenues for fiscal year 2016-2017 to cover all program costs and staff hiring, with implementation effective July 1, 2016.
