Amends Hawaii Revised Statutes §711-1109 to add specific prohibitions on dog tethering, including restrictions on choke collars, pinch collars, and prong collars when tethering dogs.

Prohibits tethering dogs under six months of age unless engaged in a supervised activity, and prohibits tethers shorter than ten feet unless the dog is engaged in a supervised activity.

Prohibits tethering configurations that entangle, endanger, or prevent necessary sustenance to a dog, and prohibits use of tow chains, log chains, or disproportionate restraints.

Establishes penalties for violations of the tethering restrictions: first violation punishable by fine of not less than $100; subsequent violations punishable by fine of not less than $300 or imprisonment not exceeding six months.

Maintains exemptions for hand-held leashes while walking dogs and for supervised activities where choke collars, pinch collars, or prong collars may be used.
