Establishes a Remote Testimony Task Force to develop procedures allowing the public to submit testimony remotely via the Internet during legislative proceedings.

Task force comprises nine members including one Senate member, one House member, both chamber clerks, representatives from each chamber's data systems office, the Legislative Reference Bureau public access room coordinator, the chief information officer of the Office of Enterprise Technology Services, and a representative with knowledge of barriers faced by hearing or vision impaired people.

Task force members shall elect a chairperson from among the members.

Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2017 regular session convenes.

Task force automatically ceases to exist upon adjournment of the 2017 regular session, with the Act taking effect July 1, 2030.
