Requires QUEST and Medicaid to cover chiropractic services as defined in Hawaii Revised Statutes section 442-1, when administered by a licensed chiropractor under section 442-2.

Limits chiropractic coverage to 24 visits per calendar year for eligible recipients.

Authorizes the Department of Human Services to negotiate and establish payment and reimbursement rates for chiropractic services.

Requires the Department to adjust capitation rates paid to health maintenance organizations and prepaid health plans to account for chiropractic coverage costs.

Takes effect July 1, 2050, contingent upon approval of a state medicaid plan amendment by the Centers for Medicare and Medicaid Services.
