Requires the University of Hawaii Board of Regents to develop and publicly share procedures for maximizing utilization of existing university facilities, including distance and online education options.

Mandates each UH campus to annually collect and publish on its website data on classroom and laboratory usage, including total available facilities, instructional usage hours, seat occupancy rates, and online course offerings.

Requires each UH campus administration to submit annual reports by June 30 to state leadership and legislative committees summarizing facility utilization data.

Prohibits the Board of Regents from approving construction of new university buildings costing $10,000,000 or more until a public hearing examines existing facility utilization, projected maintenance costs, and funding sources.

Takes effect July 1, 2525.
